SALT LAKE CITY, UT / ACCESSWIRE / February 22, 2022 / Pacific Energy Group, LLC (Pacific Energy), through its subsidiary, Eleris Energy Limited, Hong Kong, has signed a Joint Venture Agreement (JVA) with the Bangladesh Army Welfare Trust, to build a 1,000MW, $1.7 billion (US) alternative energy solar field in Bangladesh. Upon completion, the solar field will be tied with the 5th largest solar field in the world, and discussion continues to expand the project to become the largest solar field in the world.
The JVA contract is the next step in the process to begin construction, which is targeted to begin in mid- 2022, based on receiving a 20-year Power Purchase Agreement (PPA) from the Bangladesh Power Board. The Bangladesh Army Welfare Trust will receive land-use payments, and equity in the project, as part of the agreement.

Minister of Environment, Forests and Climate Change. Shahab Uddin said the government wants to generate 40 per cent of the total electricity from renewable energy by 2041 to prevent environmental pollution. To this end, the government would welcome a proposal to set up solar power plants in Hakaluki Haor and other wetlands and non-agricultural lands. This was informed in a press release of the ministry.
The ELERIS Energy for Asia delegation, led by David Taylor, president of ELERIS Energy Global, made the remarks on Sunday (June 20th) during a discussion on the environment for the construction of a 200-megawatt solar power plant under construction on Sonadia Island.
Among others, Secretary, Ministry of Environment, Forests and Climate Change Ziaul Hasan NDC, Additional Secretary (Development) Ahmed Shamim Al Razi, ELERIS Energy for Asia Chief Operating Officer Jerry Price, Country Director Zakir Hossain Khan were present.
During the meeting, David Taylor said his company was working on plans to build two 200-megawatt solar power plants at Sonadia Island and Banshkhali in Chittagong. Gradually, the two centers will be able to generate 1000 MW. Therefore, he sought the assistance of the Environment Minister in assessing the environmental impact of the construction of these two centers.
He added that they have plans to build more such solar power plants in coastal areas where strong sunlight is available.
During the discussion, the Environment Minister said that the Bangladesh government is currently trying to move away from fossil fuels as the president of the Climate Welfare Forum. Therefore, the government will seriously consider proposals that are not harmful to the environment instead of conventional thermal power plants.

U.S. developer Eleris Energy has initiated talks to set up 2.2 GW of solar power plant capacity in Bangladesh.
The Asia-focused gas-to-power and renewables company has proposed joint ventures with the Bangladesh Power Development Board, its Ashuganj Power Station Company Ltd and the Bangladesh Army.
Eleris has identified around 5,500 acres for long-term lease from the Bangladeshi government and for private purchase, along the Chittagong coast.
The army is involved because Eleris is planning 1 GW of solar capacity on the “Swarno Dweep” island in Noakhali district which the armed forces use as a training camp.
The Eleris proposal, which is under consideration by the government according to a Bangladesh Power Development Board official, also involves setting up 600 MW of solar capacity with the power development body and the same scale with its Ashuganj Power Station Company, which runs gas-fired generation facilities in the nation.
The total, 2.2 GW of solar capacity would be supplied through 200 MW solar farms, five of which would be sited on the 360km2 Swarno Dweep, in the estuary of the Meghna river, provided the army supply the land as an equity investment in the project.
Bangladesh Power Development Board officials say the U.S. company is pursuing a memorandum of understanding to that effect and a member of staff told pv magazine: “In the recent months, we have received a good number of proposals from different foreign companies. We are actively considering those.”
Saiful Islam, superintending engineer for Ashuganj Power Station Company, acknowledged receipt of the Eleris proposal and said it is being discussed. “If the proposal is found feasible, we will go forward with it because we want to use the abandoned land for power generation,” he said.
Mohammad Alauddin, of the Sustainable and Renewable Energy Development Authority, said the government’s power division receives unsolicited proposals from companies expressing interest in setting up solar power plants. “We will be able [to] give a decision when it [is] placed before [the] technical committee,” he said of the Eleris proposal.
Bangladesh has around 650.54 MW of renewables generation capacity and is aiming to source 10% of electricity from clean power by the new year and hit 40 GW of renewable energy capacity by 2041.

Solar Power boosts overall electricity output from renewable sector and increase the contribution of clean energy.
The company intends to implement a total of 2,200 megawatt, or MW, of grid-connected solar power plants under three separate projects across the country, said sources.
When implemented, these renewable energy projects will be the biggest in the country and among the leading plants of its kind in the world.
Attaining foreign direct investment during the current critical situation of coronavirus pandemic period when the global economy is waning. It will also help the government achieving its planned target of generating around 10 per cent of electricity from renewable energy out of the current total output of around 20,595 MW.
Currently renewable energy’s contribution to overall grid-connected electricity generation is around 311 MW, which is less than 2.0 per cent of the total output. These three renewable energy projects represent a seven-fold increase in renewable energy in the country and will make Bangladesh a world leader in decreasing carbon emissions.
Among the proposed projects, the Eleris has planned to implement two projects having the total electricity generation capacity of 1,200 MW under joint ventures, or JVs, with two state-run power producing entities — Bangladesh Power Development Board, or BPDB, and Ashuganj Power Station Company Ltd, or APSCL, a senior BPDB official told the FE.
The US firm has planned to implement the remaining 1,000 MW of its planned solar power plant project under JV with Bangladesh Army.
The projects include construction of high voltage transmission lines and substations as well as necessary infrastructure works required at the point of interconnection at new suitable substations.
The company has already placed two separate proposals to the BPDB and the APSCL to build two solar power plants having 600 megawatts, or MW, capacity each in Chattogram, some 190 kilometers south of the capital.
All of the photovoltaic solar power plants proposed by Eleris Energy are to be constructed in separate, sequentially built and commissioned phases having 200 MW capacity each on a build, own and operate, or BOO basis.
The US firm has offered both the BPDB and the APSCL to subscribe to any equity share in the JV and the remaining equity will be subscribed by the sponsor itself as lead member of the consortium.
It has intended to design, finance, procure, build and maintain the project and sell the electricity to the BPDB for an initial term of twenty years at a rational tariff rate.
The US firm has already identified around 5500 acres of contiguous foreshore and onshore land available for long term lease and private purchase along coast and close to the Chattogram load center.
Eleris Energy has also initiated talks with the Bangladesh Army and is eyeing to ink a memorandum of understanding, or MOU, soon to implement the 1,000 MW solar power plant project titled at Swarno Dweep in Noakhali.
The Prime Minister’ Office has already given instructions to implement a large-scale, grid-connected solar power project on the island, which is dedicated and under control of the Bangladesh Army, said sources.
The project, to be located some 100 km south of the capital, will be implemented in five separate phases having 200 MW each. As per the plan, the Bangladesh Army will provide land use agreement and other necessary supports, while the US firm will finance, develop, construct, own and operate the solar plant.
The government has plans to award more renewable energy projects to diversify the source of energy and boost clean energy’s contribution in the country’s energy basket, said a senior official of Power Division under the Ministry of Power, Energy and Mineral Resources.
The BPDB is ready to ink deals to implement renewable energy projects in line with the government instructions, said the BPDB chairman Eng. Md Belayat Hossain.
He said the government has already awarded sufficient number of oil-fired, coal-fired, and gas-fired power plants to meet the country’s overall electricity demand for the next decade excepting those from renewable energies.
